Integracja obywateli państw trzecich w Unii Europejskiej : nowe tendencje i wyzwania

Abstract

The paper concerns the integration of third country nationals in the European Union, which is one of the most complicated aspects of immigration. The author discusses the main documents which indicate the priorities of the EU regarding immigration. She observes that recently the integration policy has become an important element of the EU security policy. Moreover, the author analyses the relevant EU law and assesses the contemporary legal solutions as insufficient. Selected integration measures taken by some member states are also presented in the paper. They include language tests which an immigrant must pass before obtaining a leave to enter or to remain within the territory of a given state or a citizenship document. This type of integration measure is aimed at eliminating illegal immigration, forced marriages and marriages of children, or trafficking in people. It also supports non-discrimination of Muslim women. However, paradoxically, in certain circumstances, this kind of measure may violate human rights, especially the right to respect family life and the widely understood prohibition of discrimination.
