Abstract

The article elaborates on the main international documents dealing with the issue of protecting the rights of handicapped people and children. Besides, the standards of protection of handicapped children’s rights, showing their changes leading to supporting, not isolating the handicapped were analysed. The attention was paid to the guarantee of the equality of handicapped people’s chances within the access to various spheres of a social life, which in reference to handicapped children is basically manifested in guaranteeing them the appropriate diagnosis, medical care and the access to rehabilitation, and creation of individual programmes of support, as well as the access to education and exchange of information and coordination of actions of various subjects and institutions.
