Abstract

The article is analysing sources and restrictions of the functional integration processes in public instutitions. Author discussing about forms and the influence on organizational order of the internal and outside interest groups through classic and modern theories of integration and the dysfunction in profesional ethics, innovations and formalization of the quality they collective actions in managing of the public goods. Analysis of the network of influences lobbies, agents of corporate businesses (flexianie, political nomads, public officers) by theory of the bureaucratization, the social games and organizational strategies, disproportion of sets of the social values, and author’s model of the dimensions of organizational order. He shows haw extraformal organizational processes strengthening the dysfunctional postcomunistic clientelism and political chase of annuity.
