Abstract

Participation in the mass event, also an artistic and entertainment, could pose a threat to the life or health of participants and to property o f considerable size. In order to eliminate threats as well as to determine the perpetrators of violations o the legal order the province governor is equipped with coercive powers that rely on the administrative decision on the entry object to the list o f events that require video and audio recording. The decision is preceded by investigation and interaction with other authorities in accordance with Art. 106 C.A.P. Registration is complementary to the decision of governor.
