| Abstrakt: | The article presents items related to implementing innovative changes in institutional foster care system in Poland. The article shows external barriers (independent of the employees of the Ministry of Social Welfare) and mental (resulting from attitudes and personalities of educational care facilities’ workers). There also have been shown ways of supporting innovation of care facilities. There have been emphasized needs to create small facilities with a professional staff instead of promoting unrealistic idea of closing orphanages. |
