Abstract

Among plenteous instruments of pure democracy social consultancy plays an important role,especially that which is subject to local governments. In social practice compulsory consultancytakes over non‑compulsoryones which is predominantly due to low levels of competency ofsocial consultancy rules. Also, it results from the lack of belief in this instrument’s effectivenessin the processes of influencing administrative decisions among citizens as well as officials whoare in charge of organizing and carrying out consulting. A characteristic feature of consultancyis their low level of factual knowledge, poor and non‑representativeselection of participants,domination of old instruments of carrying them out along with the lack of innovative methods toimprove them. In order to reanimate this form of citizens’ participation in the processes of decisionmaking, municipal authorities should strive for educational trainings aimed at councilorsand officials, as well as organizational trainings that would lead to introduction of partnershipprograms addressed to the Third Sector, whose quality proves its readiness to such action ora lack of it.
