Abstrakt: | A serious problem in the socialist economy is the place and role of the workers’
self-government in the socio-economic system. The comparison of the workers’ initiatives with
capitalist countries points to the fact that the essential premise of autonomy is not only the
development of productive forces but also the economic balance and the consumer’s as well as the
buyer’s market. In this country, due to the unreality of the technocratic reforms, various
self-governed versions of economy become the way out. This picture, however, requires theoretical verifications, especially thanks to the confrontation with the practice of the countries in which
self-government has become a permanent institution, although with different systemic rank
(Poland, Yugoslavia). It turns out, that the problem of the effectiveness of the socialist economy is
not solved by the self-government. It may even, in the situation of the fixed shortage mechanisms,
be te restraint for changes, fixing the unfavourable economic and institutional structure, despite
the first good results of its activities connected with managing the simple reserves. In correct
conditions, however, the workers’ self-government remains an important factor and chance of
economic effectiveness and socio-economic balance. |
