Abstract

In this article the author describes results of his comparative legal research on legislation in force as between after draft amendment of code of administrative proceedings and before it. The first part is an introduction to the topic of administrative penalties. The following section describes what is an administrative law sanction. In the next section author analyzes the current regulations of administrative penalties. The fourth section describes draft amendment of code of administrative proceedings. In the fifth part author compares current provisions and amendment of code of administrative proceedings. The last part contains a summary and conclusions. The author mainly positively assess the changes.
