Abstract: The subject of the article is social, economic, cultural and spacious changes happening in the Silesian voivodship. The “Silesian metanoya” In the title was presented on the basis of the most important results from the studies conducted at the turn of 2007 and 2008. The main aim was to show a conception of a “learning” region and way of realizing it in the Silesian voivodship. A theoretical part of the article discussed theoretical assumptions of “a learning region” by Peter Senge. An empirical part analysed the results of quantitative and qualitative socio -cultural and economic changes taking place in the Silesian voivodship. All in all, 1297 questionnaires with residents of selected Upper -Silesian districts and 55 interviews with representatives of voivodship elites were conducted. The questionnaires carried out among the inhabitants of the very region and interviews with experts and industrialists show how much is left to make this region fully use the latest achievements of science and technology, and implement new technologies basing on innovation. In conclusion, however, one can say that despite numerous problems on various levels of a social life, metanoya that takes place has a chance of developing and leading to a better competitive position in relation to other European regions.
