Abstract

The entities which provide services for KZK GOP are in a different position in terms of ownership. Most of those entities, which provide those services, are the enterprises which are municipal and owned by a given town or city. Among the rest of the bus lines, most of them perform their tasks individually, with a few exceptions. Only in a small group of bus lines can one observe the competition among potential task executors and only in those cases the positive aspects of such competition can be observed. The competition mechanism should exist in case of well-constructed procedures in reference to public order and it then influences more rational spending of public funds, that is to lowering (or to a stop of the increase) of prices for services. The article presents all the detailed requirements which are presented to the bidders in various types of proceedings. This article is the first out of three parts.
