Demokracja a jakość rządzenia - aspekty teoretyczne i praktyka polityczna

Abstract

The article deals with the quality of governing in the context of a functioning democratic regime. The author attempts to characterize theoretical aspects of governing and verify the thesis that the two processes: democratization and an increase in the quality of governing are interdependant. He outlines the crystallization of the phenomenon of governance and explains its specific features. He sees the processes of transformation in Central and Eastern Europe as consequences of imitative modernization as far as institutional forms of governing are concerned. He also describes basic criteria of democracy, which were applied in the assessment of the quality of governing.
