Abstract: Transport policy should be passed as a legal document of local law by the proper local government body and should be coherent with the city development strategy. Such strategy, due to the fact that it is a general assumption, should be the basis in formulation of trade policies and operational programs. Passing a separate strategy for the transport trade is necessary, because transport system determines the efficient functioning of the rest of the elements in the city. Besides the legal act, there should also be a program of transport policy introduction which would take into account various tools and actions, which are necessary in implementation of the legal act in terms of arrangement plan, investments, mechanisms and educational and training programs.
