Abstract

The issue of culture has an interdisciplinary character however, it is in the administrative law that the specification of civic rights and duties of administrative bodies referring to this sphere o f life is present. The contemporary culture struggles with various problems which cast a shadow on its quality and limit artists. Despite the unfavourable climate for its development, “people of culture” achieve spectacular success abroad. One can also observe heyday o f new cultural institutions whose limited financial possibilities are only a potential tool of popularizing culture.
