Abstract: The article presents the issue of autonomy from the perspective of acts resolved by Poland and Germany, dedicated to region of Upper Silesia. Both of this countries wanted to urge the inhabitants to support them in the plebiscite on the affiliation of Upper Silesia, throughout their legislative propositions. In the scope of analysis there are discussed regimes resulting from: prussian law creating the province of Upper Silesia of 1919., polish constitutional law on the organic status of Silesian province and the german law on Upper Silesia of 1920. The author draws attention to the purpose, circumstances surrounding the release of the particular normative acts and constituted regime. The text ends with a summary, in which the author tries to indicate which political solutions were most far-reaching.
