Samorząd terytorialny wobec głównych zmian w oświacie w latach 1991-2016

Abstract

The study addresses the problem of the role of local governments in the implementation of major changes in education in 1991-2016, which can be divided into three stages: 1) adaptation of schools to the conditions of a democratic state based on the free market economy, 2) change of the school system, 3) decomposition of the education structure. At each of these stages, in accordance with the principle of decentralisation of state power, an important role was played by local government units, which were largely responsible for the implementation of the objectives of particular reforms. It should also be noted that the last phase of implementation of educational changes, initiated in 2016, will last until 2023.
